The ongoing economic crisis has affected the implementation of the Annual Development Program (ADP). In the first six months of the current financial year 2023-24, ADP implementation has been 42.30 percent. And in terms of money, one lakh seven thousand 612 crore 45 lakh taka has been spent. Although ADP implementation has increased compared to last financial year. Last year the implementation in 9 months was 41.65 percent.

Although there are three months remaining in the fiscal year, the percentage to be implemented within this period is 57.70 percent. And one lakh 46 thousand 779 crores 19 lakhs have to be spent as money. Concerns have arisen about the implementation of 100% ADP during this period.

This picture emerged from the data analysis of the updated report published by the Implementation Monitoring and Evaluation Department (IMED) under the Ministry of Planning on Tuesday (April 23).

Analysts say that in six months of the financial year, where even half of the implementation was not done, how can 57 percent implementation be done in just three months? If the concerned ministries and departments are not brought under accountability, hundred percent implementation of ADP will not be possible in any financial year.

Analysis of IMED data shows that the Anti-Corruption Commission (ACC) has implemented the most ADPs in the current financial year. In the current financial year of the organization, the allocation under one project was 6 crore 19 lakhs. In 9 months they have spent 5 crore 99 lakh taka, which is 96.85 percent as a percentage. And in terms of percentage, the local government department is ahead in terms of money spent. The allocation against 263 projects of the department was Tk 42 thousand 956 crore 71 lakh.

19 thousand 773 crore 46 lakh taka has been spent in 9 months of the financial year, which is 46.03 percent as a percentage. Department of Internal Resources is lagging behind in implementation of ADP. In the current financial year, their allocation was 242 crore 68 lakh taka. 33 crore 72 lakh rupees spent in 9 months, which is 13.89 percent as a percentage.

ADP implementation rate of power department is 63.87 percent. The allocation was 30 thousand 63 crore 66 lakh taka. 19 thousand 202 crores 59 lakhs have been spent.

The allocation of road transport and highway department was 27 thousand 803 crore 45 lakh taka. 11 thousand 173 crore 13 lakh taka has been spent. 40.19 percent as a percentage. The allocation of the Ministry of Water Resources was 13 thousand 117 crore 62 lakh taka. 7 thousand 81 crore 53 lakh taka has been spent in 9 months. 53.98 percent as a percentage.

The allocation of the Ministry of Science and Technology was 12 thousand 192 crore 75 lakh taka. Spent 4 thousand 21 crore 90 lakh taka. The implementation rate is 32.99 percent. The implementation rate of the Ministry of Land is 50.92 percent. Their allocation was 459 crore 63 lakh taka. On the contrary, it spent 234 crore six lakh taka in 9 months.

The implementation rate of the Ministry of Commerce is 24.42 percent. Implementation rate of planning department is 38.56 percent. 24.42 percent of the Ministry of Foreign Affairs. 71.67 percent of ERD, 23.79 percent of cabinet department, 31.67 percent of healthcare department, 50.08 percent of finance department, 33.69 percent of defense ministry, 49.91 percent of agriculture ministry, 46.68 percent of bridge department and public administration ministry. 19.48 percent ADP has been implemented.

IMED Secretary Abul Kashem about the lack of implementation of ADP in the current financial year. Mohiuddin said, ‘This year the implementation rate is higher than last financial year. We are taking various initiatives to speed up project implementation. I am sitting with the secretaries of the concerned ministries. Completion of the projects with adequate allocation to the projects which are in the final stage. I am also taking initiatives to increase project manager skills.
