The Cabinet Committee on Government Procurement has approved a total of 10 purchase proposals, including 3 proposals to purchase 1 crore 65 lakh liters of soybean oil for sale to 1 crore families at subsidized prices. For this the total cost will be 1726 crore 8 lakh 41 thousand 923 taka.
On Wednesday (September 21), Finance Minister AHM Mustafa Kamal chaired the meeting of the cabinet committee on government procurement, committee members, senior secretaries of cabinet departments, secretaries of relevant ministries and senior officials were present. At the end of the meeting, the details of the approved proposals were presented by the Additional Secretary of the Cabinet Division. Abdul Barik.
He said that the 21st meeting of the Cabinet Committee on Economic Affairs and the 28th meeting of the Cabinet Committee on Public Procurement was held. 2 proposals were presented for the approval of the Committee on Economic Affairs and 11 for the approval of the Purchase Committee. Among the proposals of the procurement committee were 3 proposals from the Ministry of Industry, 3 from the Ministry of Commerce, 2 from the Local Government Department, 1 from the Secondary and Higher Education Department, 1 from the Ministry of Housing and Public Works and 1 from the Ministry of Agriculture. The total amount of 10 proposals approved by the purchase committee is 1726 crore 8 lakh 41 thousand 923 taka.
The Additional Secretary said that the committee has approved the tender for printing, binding and supply of free textbooks for Ibtedayi, Madhyamik, Dakhil, Teacher’s Guide and Technical level for the academic year 2023. 11 out of 182 lots for distribution of free textbooks to primary and secondary level students for the academic year 2023 of Ibtedayi (Class 1 & 2), Madhyamik (Bangla & English version), Class 6 & 7, Dakhil Level 6 & 7, Teacher’s Guide and Technical (Trade Books) 1,502 tenders were received when tenders were invited in an open manner for printing, binding and supplying 1,474 crore books. Out of that 1203 tenders are responsive. Responsive lowest bidders in 182 lots recommended by TEC will supply these books. It will cost 489 crore 25 lakh 28 thousand 926 taka. The total number of books is 11 crore 2 lakh 1 thousand 474. The average price of each textbook is Rs.43.68.
He said, ‘The committee has approved the purchase proposal of External Electrification Works of 1500 SFT Four Units Twenty Stored Two Buildings in Rooppur Green City Residential Complex. Bids were received from 3 organizations when tenders were invited for the project through open process. Out of them only 1 proposal is technically responsive. After all tender processes, TEC recommended Majid Sons Construction Limited as the only responsive bidder. The project will cost 41 crore 86 lakh 92 thousand 968 taka.
In the meeting, the committee approved the proposal to import 30,000 metric tons of TSP fertilizer from Morocco under the state level agreement in the 8th lot. DAP fertilizers are imported by BADC from Morocco through state-level contracts. According to the pricing method mentioned in the Fertilizer Import Agreement, the import of 30 thousand metric tons of TSP fertilizer from Morocco in the 8th lot will cost 687.25 US dollars per metric ton of TSP fertilizer, 2 crore 6 lakh 17 thousand 500 US dollars equivalent to 221 crore 53 lakh 50 thousand in Bangladeshi currency. 357 Rs.
The additional secretary said that the committee approved the proposal to import 30 thousand metric tons of bagged prilled urea fertilizer from Qatar in the 4th lot through the state contract. An agreement was signed to import 630,000 metric tons of urea fertilizer from Qatar through a state-level agreement. According to the agreement, the price of fertilizer is determined as 724.50 US dollars per metric ton in the 4th lot of 30 thousand metric tons of bagged prilled urea fertilizer, the total cost will be 2 crore 17 lakh 35 thousand US dollars equivalent to 206 crore 59 lakh 11 thousand 750 taka in Bangladeshi currency.
He said that the committee approved the proposal to import 30 thousand metric tons of bulk granular urea fertilizer from Qatar in the 5th lot through the state contract. According to the agreement with Qatar, the price of fertilizer is set at 733.33 US dollars per metric ton. The total cost of importing 30 thousand metric tons of bulk granular urea fertilizer in the 4th lot will be 209 crores 10 lakhs 90 thousand 495 US dollars equivalent in Bangladeshi currency. money
In the meeting, a proposal for purchase of 30 thousand metric tons of bagged granular urea fertilizer in 5th lot from Karnaphuli Fertilizer Company Limited (Kafco), Bangladesh was sent back for further scrutiny.
The Additional Secretary said that the Committee has approved the proposal of Trading Corporation of Bangladesh TCB to purchase a total of 1 crore 65 lakh liters of soybean oil in 3 separate lots of 5.5 lakh liters per lot in order to sell soybeans at subsidized price to 1 crore families of low income families of TCB every month. . This soybean oil will be procured locally through direct purchase method. Soybean oil price per liter is 185 taka, the total cost will be 305 crore 25 lakh taka. Out of this, Super Refinery Oil Limited, Dhaka will supply 55 lakh litres, City Edible Oil Limited, Dhaka 55 lakh liters and Meghna Edible Oil Refinery Limited, Dhaka 55 lakh liters of soybean oil.
In the meeting, the committee approved the purchase proposal for the construction of 1,200 meters bridge over Ghora Uttara river in Mithamain upazila of Kishoreganj district. Max Infrastructure participated in the tender and executed the project as the lowest bidder. It will cost 145 crore 65 lakh 60 thousand 76 taka.
The Additional Secretary said in the meeting, ‘The Committee has approved the purchase proposal for the construction of 606 meter bridge over Brahmaputra River in Sadar Upazila of Jamalpur District. M/s Chowdhury Enterprises participating in the tender will implement the project as the lowest bidder. It will cost 106 crore 82 lakh 7 thousand 351 taka.
Prior to this, the Cabinet Committee on Economic Affairs chaired by the Finance Minister gave in-principle approval to 2 proposals. One of these ‘River Dredging and Left Bank Conservation Works from Majhirchar under Dohar Upazila of Dhaka District to Moksedpur via Narishabazar’ has been given principled approval for procurement through direct procurement method. The other proposal is, ‘Ground level elevation, wave protection and arrow defense work of Mithamin army installation to be built under Mithamin upazila of Kishoreganj district’ is given principled approval for purchase through direct procurement method.
