The inquiry committee has found negligence on the part of the Chinese contractor in the case of 5 deaths due to a girder falling from the crane of the Bus Rapid Transit (BRT) project in the capital’s Uttara. The investigation report has been released holding the contractor responsible.

ABM Amin Ullah Nuri, Secretary of Road Transport and Highways Department, said in a press conference on Sunday.

He said that after the overall review and analysis of the investigation process, it can be seen that the contractor CGGC is mainly responsible for the tragic accident that occurred on August 15 due to the failure of the security system.

Secretary Noori said on Sunday that the investigation committee submitted the preliminary investigation report on August 16. The report identified the negligence of the contractor. Later, a detailed investigation began. The investigation committee submitted the full report to the ministry last Thursday. It identified 12 causes for this accident.

The reasons are: National Day of Mourning was worked on public holidays without prior permission; For the first time, the girder relocation was underway during the day; The crane was being driven by an assistant operator/helper, who was not licensed; The crane was unevenly positioned at the time of the accident; The crane did not have a digital monitor; There was no specific traffic management plan; Traffic management staff were not qualified; Lack of safety engineer qualification, no emergency management plan, lack of approval for appointment of officials in the contractor’s organization.

Besides, the investigation report made 14 recommendations to avoid such accidents.

On the afternoon of August 15, five members of a family were killed on the spot when a crane fell on a private car while lifting a girder in front of Paradise Tower at the head of Jasim Uddin Road in Uttara, Dhaka. Two others in the car were injured. China Gazhuba Group Corporation (CGGC) is the contractor for that part of the Bus Rapid Transit project of the Ministry of Road Transport and Bridges. There have already been complaints of work on the project without adequate security arrangements. The project’s consulting firm alleged that the contractor had been sent a letter about the issue of safety negligence, but they had not done so. After the death of five people on August 15, an inquiry committee headed by Additional Secretary of Road Transport and Highways Department Neelima Akhtar was formed. The committee’s preliminary investigation had found negligence on the part of the contractor.
