Ali Akbar Khan, the recent former chairman of the institute, tried to avoid responsibility in the inquiry into the certificate fraud of the Technical Education Board. The detective (DB) police released him with two days’ time. During this time, he will get an opportunity to explain about the specific allegations. Dhaka Metropolitan Detective Police (DB) Chief Haroon Or Rashid said that if he does not do that and evidence of certificate fraud is found, then legal action will be taken against Chairman Ali Akbar.
On Tuesday (April 23), Ali Akbar Khan, the former chairman of the institution, was called to the DB office for questioning in connection with the certificate fraud of the Technical Education Board. Later he said this to reporters in the conference room of the DB office.
Haroon Or Rashid said that the raid was conducted at the residence of system analyst Shamsuzzaman at Pirer Bagh, Paikpara in Agargaon. There he created a fake certificate factory. He used to forge thousands of certificate papers from the Technical Education Board!
We have arrested six people in the case of certificate fraud. Among them, 5 people admitted all the guilt and gave a statement to the court about who else is involved and responsible in this incident.
We interrogated the wife of the new OSD chairman. During interrogation, he admitted that he took money from system analyst Shamsuzzaman. Shamsuzzaman and the technical chairman’s wife gave a confessional statement in court.
We questioned the newly OSD Chairman and Controller of Examinations of Technical Education Board today (Tuesday) at the DB office.
We wanted to know — how after certificate theft, uploading using website passwords, day after day, month after month, was done irregularly? He is a chairman. He leads this organization. Papers are being taken from that institution, there is CCTV, they are watching. But this is a fraud!
Again the Controller of Examinations has signed the certificates month after month. He was supposed to sign the certificate after collating the exams of the colleges, he did not do that.
Harun said, I have inquired whether these incidents were done negligently by the chairman and the controller of examinations – or spontaneously. Why did you know why you did not take action? Then the chairman told DB, our manpower was less. Surveillance was not possible.
But the question is, the certificate is being bought and sold, after making the certificate it is being uploaded on the technical board website. Certificates are being traded—can you avoid liability even if you know this? Then the chairman said, that responsibility is intentional or unintentional? Neglect or bias? He tried to avoid the issue of his wife. He claimed not to know that.
Harun said that the unprecedented fraud of the Technical Education Board is a tainted and black chapter in the history of the education system. I think, technical chairman cannot avoid responsibility. No chance. We will see now, whether he actually knew about the sale of the certificate? He should know? He has broken the backbone of education and nation by selling genuine certificates. A person is not able to get good results despite hard work, without studying there he is buying real certificate with money. It is not desirable.
This DB official also said that he should be given a proper explanation about his liability in case of certificate fraud. If necessary, I will give him a day or two. If he cannot give a proper explanation and if we find evidence of his involvement or unethical collusion, we will take legal action against him.
Harun said, we have worked to prevent cheating in the examination hall and arrested the criminal gang. But the sad thing is that the way the technical education board chairman, his family, system analysts, examination controllers have formed a syndicate to commit fraud and forgery of certificates is unprecedented. It may not actually be desirable. So we will bring everyone involved under the law. I won’t let anyone down.
When asked about the fact that no action was taken even after being informed by the controller and chairman, he said, “We will do some more investigation.” Even after knowing why action was not taken? I will try to find out whether he did not take action knowingly, contempt or unwillingly. There is no chance to avoid responsibility. He has already become OSD.
Satisfied with his explanation today? Wife arrested? The examiner was also questioned. If you want to know why the chairman and the examiner will not be arrested, Harun said, in fact, this certificate fraud incident of the Technical Education Board is shameful. There is no way to avoid liability. Does he know the money that his wife took? Circumstantial evidence will be required.
Harun said, who bought the certificates, where they were sold, it will be seen. An inspection team from BUET will come. Analysis will see how many certificates were actually issued, how much money was transacted. The investigation will continue. Who gave the money, who took the certificate. How much money did they give to whom! If the chairman is financially involved in this incident, it will be found out. Everything will be investigated. OSD Chairman of Technical Education Board Ali Akbar Khan will remain under the supervision of DB even if released.
Those who have committed wrongdoing, if the keeper plays the role of the eater, if there is a ghost in the mustard, then no one will be spared, said DB Mahanagar Pradhan.
