Participating in the seminar, Prabhat Patnaik said, after de-colonization (the process of total liberation from colonialism), many third world countries accepted that education should be state-responsible and free or at relatively low cost. But neoliberalism is the complete opposite. Neoliberalism commoditizes and privatizes education. As a result, the poor, lower middle class and even the middle class are deprived of their right to education. In such a system he who has money, his education. Public educational institutions are lagging behind in this age of neoliberalism due to under allocation. In this system expenditure on education is seen as an investment. Because, this education guarantees big jobs to the students. The objective of this system is to make the students self-centered, career oriented and keen to get the results of investment in education. Neoliberalism makes education the privilege of a few.

Prabhat Patnaik said that creating the organic intellect of the people was the main idea of the education system. The idea now is to create organic intelligence for multinationals and globalized businesses. Because multinational organizations have branches in different countries. They have to recruit people in these branches. In all countries they want to hire the same type of people. For this they need a similar education system everywhere in the third world. The neoliberal system is coming to an end. If that happens, be prepared for the neoliberal post-war system. A proper education system is needed for that. There will be a need for independent universities, which will not imitate foreign universities. The Third World needs an education system that will produce intellectuals who are accountable to the people, who will speak for the people.
